A solid outer shell and centered steel core help maintain trajectory at higher velocities and promote consistent bursting on impact. Upon impact, the shell releases pepper powder containing a PAVA agent that irritates mucous membranes and temporarily affects vision and breathing. The steel core energy is primarily used to rupture the shell to ensure effective powder dispersal.
